Based on a 1992 survey in which 41 percent of 16,000 military members surveyed admitted to being heavy alcohol users, Navy officials may toughen alcohol abuse rules (John Burlage, "Alcohol Survey May Cause Navy to Toughen Rules," Navy Times, 3/29/93, no page cite) Navy and Marine Corps members show the worst problems.

Specific policy changes have not been adopted, according to the Navy Times, which noted that policy changes are not intended to curb moderate drinking.
