Author Doug Hornig Makes Case Against Drug War in Charlottesville Paper

Author Doug Hornig makes a cogent case against arrest and prosecution of drug offenders in a commentary for the Daily Progress in Charlottesville, Virginia (Doug Hornig, "Drug War Wastes Money We Need Elsewhere," Daily Progress, 3/7/93, A7).

Hornig argues that a number of recent major anti-drug actions in the Charlottesville area are locking up small-time drug dealers who are otherwise productive citizens. This both costs taxpayers money directly, and drains away the productive resources of those citizens if they are incarcerated. Hornig argues that a refocusing on prevention, education, and treatment is preferable to law enforcement, but stops short of calling for decriminalization.
